Mechanically Actuated Governor Maintenance Manual 130B, the FAA-accepted overhaul and service reference for Hartzell mechanically actuated governors designed for single-acting propellers. What This Manual Gives a Technician

The value of the 130B manual is not in any single chapter but in how tightly the chapters interlock. The Check chapter tells you exactly what a component must measure — minimum diameters, maximum bore sizes, maximum permitted wear depths, crack and corrosion rules, magnetic particle and penetrant acceptance criteria — and then hands off to the Repair chapter for the fix and back to Assembly and Testing for the run-in. Nothing is left to guesswork. Speeder spring part numbers are called out per governor model. Control lever angles are given per model. Threaded insert orientation, RPM stop nut hole position, return spring hole, internal plug location, drive ratio and rotation all appear as a single row in the S-Series specification table. Torque values are printed with both the English and metric figure. Where two spool or flyweight designs have been superseded, the manual tells you which design you have and what to do about it.

The manual also carries an FAA-approved Airworthiness Limitations section signed by Royace Prather, Manager of the Chicago Aircraft Certification Office, ACE-115C, dated March 12, 1998 — the regulatory anchor for the maintenance this document prescribes.

Serial Numbers and Identification

Governor bodies and bases carry impression-stamped assembly serial numbers, and the manual directs readers to the Parts Identification and Marking chapter of the Hartzell Standard Practices Manual 202A (61-01-02) for the stamping conventions. This manual does not list production serial ranges — model identification is by part number and model designation on the data plate, not by serial block.

Why This Revision Matters

Revision 17 is not a cosmetic update. It added the S-11 Configuration 2 governor model to the Description, Disassembly and Assembly chapters. It added the drive gear P/N 102681 check criteria via TR-026, and the Speeder Compression Spring to Table 5-1. It added S-11 series repair criteria. It revised the torque chart and the S-Series governor specification table, incorporated TR-027, TR-028, TR-029 and TR-030 to add or revise governor models including S-1-21, S-1-68, S-1-73, S-1-79, S-4-3, S-4-4, S-11-1X2 and S-11-2X. It replaced C-3317-112-7 with C-3317-112-10 for the S-1 and S-4 series under HC-SB-61-365. It removed washer part number C-3317-112-6 from the head unit assembly for a long list of S-1 models. Every one of those changes is in this copy.

Illustrated Parts Lists

The IPL chapter runs for more than two hundred pages and contains exploded assembly drawings for each covered governor, plus T-drive assemblies (C-137 variants and C-192 variants) and the 103161 accumulator. Every parts list uses the same consistent columns — Figure/Item Number, Part Number, Description, Effectivity Code, Units Per Assembly and an Overhaul column where a Y entry marks parts that must be replaced at every overhaul. That last column alone can save a shop from reusing a bearing, cotter pin or gasket that Hartzell says must come out.
